has performed fiscal impact studies to support rezoning in Virginia and has
constructed complex fiscal and cost-benefit models for the
City of Newport News, Virginia. Ted Figura has also
reviewed and commented on a highly complex fiscal impact
model developed by Bay Area Economics for the Fort Monroe
Authority. During
the 1990s, Ted Figura developed
an incentive structuring approach for the City of Newport
News
based on cost-benefit modeling.

Virginia Enterprise Zones
Ted Figura
was a pioneer developing local Enterprise Zone programs in Virginia,
beginning with the very first Urban Enterprise Zone
designations in 1984. He has
since written an Enterprise Zone renewal application
for the City of Newport News, two successful Enterprise
Zone applications for the City of Portsmouth, and
successful Enterprise Zone applications for the City of
Winchester and for Page and Tazewell Counties. Ted
Figura has also written both boundary and incentive
amendment applications for the Cities of Newport News and
Portsmouth and has assisted in the preparation of the
required Annual Reports for those two cities.
